• There are some software plugins to upconvert SD to HD. This One is for After Effects, Final Cut Pro & Premiere Pro and is called Instant HD. But you'll need to change it to progressive if not already. Try Fieldkit. Or you could get Kona3 hardware for 30x as much money.

• MPEG-3 was to have targeted HDTV applications with sampling dimensions up to 1920 x 1080 x 30 fps and coded bitrates between 20 and 40 Mbit/sec. It was later discovered that with some fine tuning, MPEG-2 and MPEG-1 syntax worked very well for HDTV rate video.
